Seven months after his arrest related to an alleged physical dispute with his wife, former DeKalb County School District Superintendent Devon Horton has been indicted on three charges.
A grand jury indicted Horton this week on one felony charge of aggravated assault-strangulation and two misdemeanor counts of cruelty to children in the third degree.
Horton’s wife in January accused him of putting his hands around her neck after a dispute, while their children were present, according to police and court records.
Horton was arrested at the time of the incident, and was released on $27,700 bond, according to court records. The grand jury convened, heard the details of the case and voted to press criminal charges.
An arraignment is scheduled in DeKalb County Superior Court for Sept. 2.
Horton was hired to lead the DeKalb County School District in 2023, but resigned in lieu of termination in October 2025, after he was indicted on federal charges in Illinois related to a kickback scheme at his old job.
That indictment accused Horton of steering district contracts in the Evanston-Skokie School District 65 outside of Chicago to his longtime friends, then getting about $85,000 in kickbacks from the contracts between 2020 and 2023. Horton was the district’s superintendent during that time period. He was also accused of misusing his district-issued purchasing card and tax evasion.
Horton pleaded not guilty to those charges. A jury trial in that case is scheduled for October in Illinois.
